Shijyonawate city, located in Osaka, used LINE WORKS’ video call feature for employee recruitment to provide interview opportunities for applicants in diverse living conditions, such as those who are on childcare, who are working full-time, or long-distance candidates. As a result, the number of applicants has increased significantly, drawing attention from local governments suffering from labor shortages across Japan. We interviewed Mayor Azuma, Arahori and Azuma from the Department of General Affairs to learn about how the interviews were conducted with LINE WORKS, and also how the communication tool was useful for the administrative agency.

Tell us about Shiyonawate City and your individual roles

Mayor Azuma :

Located in the north-eastern side of Osaka Prefecture, Shijonawate takes up a relatively small area of 18㎢, and is home to about 56,000 citizens. Around two-thirds of the city’s area is Mount Ikoma and is rich in green areas; it is also located in 15 minutes distance by subway from Kyobashi station, one of the main stations in Osaka. Taking office in January 2017, I am the mayor of Shijonawate.

 
Mr. Arahori :

I am in charge of hiring and salary related matters in the Department of General Affairs, Human Resources. When we were conducting video interviews in the recruitment process, I was involved in examining various tools, and also introducing and operating LINE WORKS.

 
Mayor Azuma :

Likewise, I am in charge of recruitment, salary, social insurance, healthcare and other related work in the Department of General Affairs, Human Resources. I was one of the interviewers during the video interview process.

We’ve heard that since Mayor Azuma took office, Shijyonawate has focused on introducing IT to administrative services

Mayor Azuma:

We introduced a system that enables citizens to report road defects through LINE@ and conducted employee interviews online, for the first time in Japan, but I do not mean to say that ‘IT is the best.’ Introducing IT was just a result of seeking which was better from a reasonable point of view. And while the premise is to make Shijyonawate a better place through these new initiatives, I do not believe that it has to end here. Shijyonawate will set a precedent by introducing IT and advanced systems, making it easier for other local governments to implement them. So under the belief that Japan as a whole will thrive, we are actively introducing new technologies and systems.

Tell us how you got to conduct employee interviews with LINE WORKS’ video call

Mayor Azuma :

To secure talented personnel we want as many people as possible to apply for the interviews—but recently, the administrative sector has also been suffering from labor shortages. When we were recruiting a deputy mayor in 2017, we tried conducting online interviews through collaboration with a private website specialized for people who want to change jobs, so that people living far away could participate without having to come a long way. This resonated with our city, and as a result we decided to conduct face-to-face interviews and video interviews at the same time for the 2018 summer employee recruitment, introducing new tools for online interviews.

Mr. Arahori :

After reviewing various communication tools for businesses, we decided that LINE WORKS is the best option because it is easy to use due to its similar interface with LINE, a service familiar with the general public, and because its security is guaranteed. One of the reasons for introducing LINE WORKS was because it has catered to our request that we would like to use the service only for a limited amount of time since we only use it for video interviews—in this way, we could cut down operating costs.

Please tell us about the video interview system using LINE WORKS, and some of the measures that were taken to guarantee security

Mr. Arahori :

We gave LINE WORKS accounts to applicants who had wished to have a video interview, via email before the interview. We used account names registered in LINE WORKS for candidate number to prevent personal information from being leaked. Moreover, we had to make sure that applicants would not reach each other through the network, so we used LINE WORKS’ function for access restriction to prevent searches for other accounts in ‘Contacts,’ and strengthened security.

During the interview, we checked identification by asking the candidates to show their driver’s license or verification slip delivered via email on the video call screen, and could carry on with the interview without an issue.

 
Mayor Azuma :

On the day of the interview, we prepared PC, camera, and a projector in designated areas in the city hall, and conducted video interviews by calling the applicants with our PC. As we had carried out test calls with every applicant in advance, there weren’t any problems like screen impairments or network errors, and we could carry out same quality interviews as face-to-face interviews.

What kind of effects did you achieve by conducting video interviews?

Mayor Azuma :

29 people applied for the 2017 summer office staff recruitment; but for the 2018 summer recruitment where we carried out video interviews, 213 people applied, and we could feel its effectiveness by the seven-fold increase in the number of applicants. I think we were able to provide a more accessible environment for people to apply.

 
Mr. Arahori :

It would be great burden for people living far away to spend time and money to take an interview multiple times; and it’s not easy for those on childcare or working full-time to schedule job interviews. In the past, there was an applicant who had to give up on the interview because her child suddenly had fever. Hearing from applicants after the interview, we realized that many of them would have given up applying if the interview were not conducted online.

Mayor Azuma :

Many people took interviews in their own homes, but there were applicants who took interviews in a car, park and school. We realized that people from diverse backgrounds applied for the position. We believe that the significant increase in the number of applicants is a result of providing opportunities for applicants without spatial constraints.

 

How would you like to use LINE WORKS for job interviews in the future?

Mr. Arahori :

In 2018 winter employee recruitment, we conducted video interviews not only for office workers but also for professionals—and because a lot of people applied at that time as well, we plan to continue conducting video interviews. Our city advocates “The most convenient local government to apply for in Japan” on our website, and we will continue to spread the convenience of video interviews. I hope more people will be interested and send applications.

 

Labor shortage is a common concern for all administrative organizations, so local governments from various regions interested in our attempts are commissioning us for inspections and lectures. Video interviews can be conducted in any region, but I believe that it would be especially useful for local governments located far away from the city center. Since it would be cumbersome for them to come a long way to our city, we are considering using the video interview method to have inspections online.

 

Mayor Azuma :

The duration time for video interviews is designated by the city—but in the future we would like to respond flexibly to applicants’ requests for the duration of interviews in order to eliminate constraints not only in terms space, but also in time.

In what ways do you believe that pioneering attempts like adopting LINE WORKS will help Shijonawate?

 
 
 

For administrative tasks dealing with confidential information, we use a separate network from the Internet; but if we overhaul communication infrastructure in the future so that we can connect to the Internet securely, I believe that we will be able to utilize chatting tools like LINE WORKS among staff. I often go on business trips outside the city, and I think that work efficiency will be significantly improved if I can sign or approve documents outdoors. The fundamental role of the staff is to listen to the citizens and solve with imagination and creativity the problems to which viable solutions do not exist.

 

For civil servants, increasing the efficiency of daily work to ensure enough time to talk with the citizens is “Work Style Reformation” itself, and as a means to achieve this goal we would like to reduce overtime and conduct telework. If IT tools serve as an effective means to get to this goal, we will continue to actively incorporate them.

Celebrating its 95th anniversary in 2018, Daito Bunka University has introduced LINE WORKS as a communication tool for employees and built a system for close information sharing, improving work efficiency. It is also utilizing the service to deliver information to students. The university is also utilizing the service for group study and meetings aiming to transform the way they work, using message rooms and video calls to promote communication that connect each department horizontally.

Please tell us about your business, roles, and responsibilities

Mr. Umezawa :

Under the mission of “seeking the blossoming of new culture by promoting the convergence of Eastern and Western cultures,” Daito Bunka Institute operates three schools: Daito Bunka University, Daito Bunka University Daiichi High School, and Daito Bunka University Aogiri Kindergarten. As an Executive Director, Secretary General and Planning Director, I assist the chairman of the board and I am in charge of general management and operation of the institute, including corporate decision-making procedures, financial and office organizations, human resources affairs etc.

 

As the Chief of Staff in the Institute’s General Information Center Office, I am in charge of information systems including network, server, backbone network and client PC, and I also take care of adoption of IT devices, maintenance, and operation management.

 

Ms. Maekawa:

In the Faculty Course Center located in Daito Bunka University, we support acquirement of teacher’s licenses and finding career paths as a teacher. As a member of the center, I am in charge of gathering and delivering information related to job and volunteer opportunities in schools for students who wish to become teachers.

Tell us more about some of the problems you had before using LINE WORKS, and what has led you to adopt the service

Mr. Watanebe :

PCs used by office workers who handle students’ personal information can only be accessed through intranet for safety purposes, and in principle, taking them outside of school is prohibited. Nevertheless, this factor has been impeding work efficiency, and we felt the need to create an environment where information can be accessed from the outside, and promote communication among employees.

 

Ms. Maekawa :

For students who aim to become teachers, we post information about teacher recruitment in the school portal and also on the bulletin board. However, as it is difficult to catch students’ attention with the bulletin board in the faculty course center, we were searching for an alternative means to share information that could substitute the paper notices, which were quite cumbersome to make and replace.

 

Mr. Watanabe :

After comparing and reviewing various tools, we came to notice LINE WORKS, which has the same interface with LINE many young employees use. We decided to introduce the service because there was no special training needed before the introduction, and because operating and managing the service didn’t seem burdensome.

Did the school establish any special operating rules when introducing LINE WORKS?

Mr. Watanabe :

We made a regulation prohibiting employees from describing information related to students’ personal information, and informed the employees through orientations, LINE WORKS’ ‘Home,’ school intranet and etc. But we tried to stay away from unduly detailed regulations as much as possible, in order to bring about the active use of LINE WORKS.

 

Moreover, this coincided with the time when we provided iPads to all employees to pursue paperless work environment, so we kitted and distributed the LINE WORKS app.

 

For office workers who were not provided with iPads, we allowed using LINE WORKS through personal devices like mobile phones. But since we also ban taking iPads outside of school in principle, we allowed BYOD (Bring your own device) for all employees, creating an environment where information and work-related contacts can be shared, regardless of time and place.

Tell us more in detail about how LINE WORKS is being used, and the effects made after

Mr. Umezawa :

Prior to the implementation of the “Work Style Reform Act,” we organized employees into groups so that they could voluntarily start projects on how to change the way they work. About 70 out of 200 employees took part in the project, even though it was a voluntary activity outside of working hours. There were also many people who wanted to know about the project’s progress but could not participate, so for them I uploaded a video explaining the project’s guidelines in the LINE WORKS message room as a kickoff. Afterwards, we conducted a survey with LINE WORKS’ ‘Form’ (which has just been introduced) on pending issues, and we could collect so many responses compared to the surveys conducted in the past. Based on the responses, we established six subcommittees, and they are utilizing LINE WORKS along with discussions and face-to-face meetings.

Survey on work style reformation found there was noticeable improvement in response rate

It wasn’t easy for employees to participate in the existing project while juggling with daily work, but LINE WORKS has enabled them to exchange ideas anywhere, anytime—message rooms almost serve the role of group study rooms. Although young employees find it quite challenging to speak out in a typical face-to-face meeting, ‘Message Room’ enables everyone to participate in the discussion regardless of age or rank, and also to check previous conversations and review the flow of discussions. I think this is a big strength of LINE WORKS. Although these groups are a place for voluntary learning for employees, without particularly aiming to make proposals to reform policies, we plan to combine the results achieved in each subcommittee and use them as a reference for establishing policies to change the way we work.

Actively sharing ideas in group message rooms

Tell us about how both Institute’s General Information Center and Faculty Course Center are utilizing LINE WORKS

Mr. Watanabe :

The Institute’s General Information Center frequently gets inquiries from other departments regarding the backbone network and client PC. After adopting LINE WORKS, we get most of the inquiries through LINE WORKS, not calls. When we received calls, we often had to stop what we were doing to respond to the inquiry right away; but when we receive them through message rooms, we can judge whether we can respond when we have time, so there is less psychological burden for response.

Ms. Maekawa :

I consulted Watanabe from the Institute’s General Information Center about how we can efficiently deliver information related to teachers’ recruitment. He recommended creating the center’s LINE WORKS account and sending information to students’ LINE accounts just like [LINE@.] Based on his counseling, we built an environment where we can connect with students’ LINE accounts through external conversations, and send information about recruitment and volunteer opportunities in message rooms through PDF files.

 

After recruiting applicants who had wished to receive a LINE alarm among students, most of the students who had completed the teacher training course have registered. Students can additionally fill in information about name, student ID, major, and the kind of local government or school (elementary·middle·high) they wish to apply for through tags; based on this information we use the ‘search’ feature in message rooms to search for tags, and send information customized for each student.

 

Of course, there are students who do not use LINE, so we still post information on the portal as well—but we no longer need to worry about the burden of replacing paper notices on the school bulletin board. When we send information through LINE WORKS, students either reply very fast or we can see the ‘read’ indication, so we can actually feel that the information is actually being delivered to the students.

How would you like to utilize LINE WORKS to further boost schoolwork efficiency in the future?

Mr. Umezawa :

I realized that we can build an environment where it is easy for many people to take part through the use of communication tools. As it is easy for a university to turn into a vertical organization, it is crucial that we strengthen horizontal connections between departments and collect opinions to solve this problem. I would like to continue to utilize LINE WORK’s various features for this mission.

 

Mr. Watanabe :

Daito Bunka University is located in both Tokyo and Saitama, so we are considering conferences to connect the two campuses through voice and video calls.

 

Ms. Maekawa :

As there is a lot of teacher recruitment information concerning graduates in the Faculty Course Center, we are considering supporting graduates (along with undergraduates) by delivering information to them as well.

Company raises 450 milk cows and provide quality milk worldwide. Since its opening in 2006, the company is working hard to expand their business as well as establish organizational structure with the aim of expanding the size of the farm to the biggest in Japan. The employees mentioned that they felt the positive changes have made to the company due to the introduction of LINE WORKS. We interviewed a leader of the farm Mr. Maruyama, assistant leader Mr. Okada, and feedstuff manager Ms. Hasegawa about the detailed usage experience of LINE WORKS.

Tell us about your company and individual roles

Mr. Maruyama:

Our company raise milk cow and deliver 13 to 15 tons of milk daily. Myself, as a leader of the farm, I am taking leading roles in financial and production management.

 

Mr. Okada:

I am in charge of overall management of the farm, including taking care of the calves and cows, as well as the employees working on site.

 

Ms. Hasegawa:

I am in charge of managing feedstuffs for milk cows.

What were the issues before the introduction of LINE WORKS?

Mr. Maruyama:

Since the average age of the employees is about 25-26, which is comparatively younger generation, we previously used LINE as a company communication tool. What was the most problematic at that time was sending the wrong messages. In the past, because we were using the LINE for both private and business purpose, there was problem like sending the message to the colleagues, instead of sending it to the friends. It was risky and unstable in security perspective since we often share confidential information through messenger.

 

Also, in order to notify the symptom of the diseased milk cow in detail as well as to share professional information about the machine and facilities, we often share photos and videos through LINE. However, what we found problematic with LINE was that it was impossible to archive those attachments. For this reason, we hoped to use the business version of LINE if launched.

What was the decisive reason that drove you to turn to LINE WORKS?

Mr. Maruyama:

Our company is planning to expand the business, and in the same sense, we are planning to increase the number of employees up to 100 near in the future. To build an organization and make improvements to the communication tool, we have been thinking that an IT tool should be introduced to our company.

 

While searching for a business communication tool that is similar to LINE, we found LINE WORKS on the internet. Because LINE WORKS enables us to manage all the employees based on their positions, we believed that this would help us constructing organization. Also, as a ‘business version of LINE’, it sounded interesting to us. Those who are working at the farm are not all IT intelligent, and therefore, maybe a few employees who are having hard time memorizing the usage of the new tool. If it were LINE WORKS, however, we believed that employees soon be able to get accustomed to the tool due to its similarities of LINE.

How was the introduction of LINE WORKS?

Ms. Hasegawa:

Honestly, I was a bit nervous about having another application since I am not good at using machines and internet. But, as I start to use LINE WORKS, I realized that it was easy-to-use. Also, it was not having group chatting rooms inside LINE, but having them inside the LINE WORKS. This enabled us to share information much easier. Because we are using two different applications, it was good to have different notifications, since it allows us to find out whether the message is for private or business purpose.

How was the introduction of LINE WORKS?

Mr. Maruyama:

Our company encourages not only the employees but also mechanics and vets to make LINE WORKS accounts. If one of our machines is broken, we can directly send messages to the chatting room, in which mechanics as well as related people are also participating. This way, everyone can figure out the issue immediately, and does not forget to order pieces for repair. In addition, as all the employees share both symptoms and medical record of diseased cow through LINE WORKS, even with those who were not at the office could respond promptly to such issue. This has also contributed to maintain the health of the cow.

Mr. Okada:

We share information about milk cows’ childbirth as well as daily issues through messenger. We also upload meeting logs to the board. Previously, if we had a meeting with specific employees or project members, we used to print out the computer-written meeting logs and told the employees to write names on the paper if they read the log. With LINE WORKS board, however, it allows us to read the meeting log whenever we want and we can also find out whether every employee has read the log or not.

 

Ms. Hasegawa:

I am sharing information with all the employees with regards to feeding the milk cows. We decide the amount of the feed to give to the milk cow next day, based on how much did the milk cows eat their feeds on the day. And bad conditioned feed is one of the reasons to consider. We constantly share information in order to track what are the ingredients are included in the feed and act accordingly to it.

What are the effects after the introduction of LINE WORKS?

After the introduction of LINE WORKS, various changes are made to our company, and it helped us with efficient working as well as human resource management.

 

Because it is a tool that we use on a daily basis, we can follow the rules regularly

In order to keep the resting place for cows as clean as possible, we put sawdust on the cow bed. Before using LINE WORKS, random employees, who thought about changing the sawdust did the cleaning once in two years. But, after the introduction, we started to write the cleaning schedule on the Calendar to do the cleaning once every three months. As a result, we could sustain the beddings for the cows clean and ultimately, we could also reduce the possibilities of cows getting diseases.

 

Most importantly, we could follow the rules regularly. There are various calendar tools, but what we think the most important is that we get notifications on the schedules through the tool that we use on daily basis. Since the notifications are sent through the tool that is mandatory to use, we cannot miss the alarm and therefore, we can follow the rules.

 

We can save unnecessary time for travel since we are able to check about 200 manuals using smartphone

We have about 200 manuals on the works needed in the farm, such as milking and coping method for cow disease. Before the introduction, all the manuals are saved on the computers located inside the office. For this reason, we had to go to the office to check the manual. After introduction, however, it became much comfortable for us since we can save all the manuals at the drive and download them on my smartphone whenever wanted.

 

‘Listening to opinion’ has become our new culture. And, with this, we could successfully finish our cleaning project!

We had a problem keeping the farm clean and neat for a long time. After the introduction of LINE WORKS, however, we came up with a goal to make a successful story of making our farm clean. We immediately started an organization and cleaning project using the Note feature. The employees first visited and inspected the clean farms as an example, and we shared reports with photos attached to the Note in order to decide which farm to take it as an example. Furthermore, we conducted a survey asking questions like what are the problems at our farm and which part of our farm should be cleaned. Two months later, we could successfully finish our cleaning project and keep our farm clean. In fact, the project was meant to be started 3 years ago, but it did not go well at the time. Because we could gather up all the employees’ ideas and thoughts in one place, there was no detailed idea made regarding the project. With Note and Survey feature, we could share thoughts and ideas and listen to others as well. We believe this motivated all the employees in our company.

 

We were able to create a business credo that reflects the will of the employees

As the number of employees increase, we were constantly thinking about documenting the company’s business credo as well as value of the farm with the aim of keeping our corporate climate strong and tight. To do this, all the employees gathered through the LINE WORKS Survey feature. All the employees answered what they thought about the social significance and responsibility of Asagiri Maple Farm. Before the introduction of LINE WORKS, employee’ comments were received via written memo or verbal communication. Also, we had to fill the excel form to accumulate the survey result. The overall process was burdening for all of us. We also had difficulty communicating opinion with others. LINE WORKS survey, however, was very easy to use. Because collecting and sharing opinion became so easy, the feature has enabled us to create our business credo together with our employees.

By sharing and checking up calves’ birth in real time, the calves’ fatal death rate has been reduced from 10% to 5%.

Our company had a mission to reduce the calves’ fatal death rate since we had a bit higher rate when compared with other farms. For this reason, we started to use LINE WORKS Messenger feature to increase the frequency of observing cows and share the situation in real-time. As all the employees are able to acknowledge about the condition of the cows, we could be more cautious and pay more attention to those cows. About 6 months after the introducing LINE WORKS, we could reduce the fatal death rate from 10% to 5%.

Mr. Maruyama:

As information sharing became smoother, we can process all the projects harmoniously. In corporate perspective, growth rate as well as group gathering force have also increased. Moreover, as we can now manage our work, efficiency of production management has improved, which is positive change made to our company.

Tell us about your company and individual roles

Mr. Yamamoto :

Our company is a Holdings company, and our business covers from housing wholesale to manufacturing and sales. Main business is the wholesale business which mainly covered by Japan Construction Materials Corporation. However, we also have interoffice in which doing housing construction business. I am a member from Finance Accounting Department, Business administration Headquarters, but also as a member of Office Rationalization Committee, I was in charge of introducing LINE WORKS to our company this time.

What were the issues before the introduction of LINE WORKS?

Mr. Yamamoto  :

A purpose of Office Rationalization Committee is to introduce systems or tool which enables efficient working environment. We had a mission to find a communication tool that is suitable to use, since we did not have such tool. We used to use a groupware as a communication tool. However, there are limitations such as it can only be used inside the office and if the employees were to use outside the office, they had to connect VPN every time.

 

Moreover, not all the employees had the accounts to the groupware. Therefore, we had to use phone calls obligatorily in order to connect with other employees. Phone calls, fax, and groupware communication has been continued for decades.

Mr. Yamamoto :

Under such circumstance, important information such as announcements on personnel as well as medical checkup cannot be delivered to the all the employees. Especially, ‘Japan Construction Materials Corporation’ is consisted mostly with salesperson, and therefore, the administration department considered about not being able to share various information to them. In order to make sure the information is delivered successfully to each employee, some of the branches print out the written mail and receive the paper with the employees’ signatures on it. Still, it costed a lot of efforts.

 

Company provided cellphones were mostly 2G phone, which only provide calling feature. For this reason, we often use personal smart phones to communicate with the employees from both working inside and outside the office. Notably, the number of employees who are using LINE as a communication tool was increasing. It is unavoidable if the customer wants to communication through LINE, but this was still not perfectly suitable. Although we wanted to prevent our employees from use LINE as a business communication tool, we had no other option to replace it.

What was the decisive reason that drove you to turn to LINE WORKS?

Mr. Yamamoto :

We compared various communication tools to find the most suitable option. But, with the purpose of regulating the contacts held between the salesperson and the customers through LINE, we paid attention to LINE WORKS. For other applications, we had to install a certain program in order to communicate with the customers. However, LINE is already well being used by the people, including our customers. The most decisive factor for LINE WORKS introduction was that it is easily connected with LINE.

 

Also, LINE WORKS is cost-effective, when compared with other tools. We wanted all the employees to use LINE WORKS, instead of the current groupware that only certain portion of employees are using.

Mr. Ishizawa :

We were thankful about that there is no need for manual or education needed for LINE WORKS introduction. Because most of the people were already using LINE, we believed that the employees would soon be able to get used to LINE WORKS. We were not sure about the other tools since they had different user interface to LINE.

 

Mr. Yamamoto :

In 2017, we started a project to reform our working style, and 10 participants from the project started using trial version of LINE WORKS. And, soon we received positive feedbacks from the participants such as, ‘Response time gets faster’, ‘I can definitely contact everyone inside the company’, ‘Read notification feature is comfortable’. It took less than a month to actually introduce LINE WORKS to our company.

Tell us the specific use cases for LINE WORKS

Mr. Yamamoto :

Employees from the Administration department and salesperson are using the company provided tablets and smartphones, and the other employees are using LINE WORKS through their PC. We found most of our employees decided to ‘use LINE WORKS for every single contact made for business purpose’, and actively use the tool.

 

Especially, LINE WORKS is gaining a good reputation as it enabled smooth and comfortable communication between employees who are working inside and outside the office. Either when salesperson, who is working away from the office, needs to check the stocks of certain goods, or when desk worker has to check the price of the goods, it is very conveniently communicated through the tool. We are also using when reporting our supervisor about the agenda and its progress made to it.

 

Mr. Oshio :

I am currently in charge of recruiting at the Human Resources Department. The feature I found the most comfortable is survey feature. We survey all the employees about the current policies related human resource and employee welfares. The response rate of the LINE WORKS survey is 85%, and the response doubled the speed than paper survey, which is an incredible change. It is much easier to aggregate the result since we can download the result in CSV format. And, the result which provided with graph format is also helpful.

 

We are providing LINE WORKS accounts to prospective employees and use the tool as a communication channel between them and the recruiting team. For those prospective employees, we are using ‘Disable Search on the Group Contacts’ to prevent the contacts information other than oneself from revelation. We used SNS tool for prospective employee communication in the past. However, we did not use the tool as much as we expected since it was difficult to use. LINE WORKS, a similar tool that of LINE, was already familiar to the LINE WORKS interface. Due to this, many of the prospective employees are actively using the tool. The existing tool had a problem that we could not communicate continuously with the tool. We first logged in to the tool when first introduced, but gradually became not to log in. After using LINE WORKS, however, the rate of the employees logging into the tool did has not decreased much and therefore, vigorous communication has been continued for a long time. We also received positive feedbacks from prospective employees such as ‘it is easy to use’.

 

We are currently using Board message feature when recruiting manager is communicating with prospective employees. We are also using the feature to check the attendance for nomination ceremony as well as collect opinion from the prospective employees before start their work at the company. We chose theme for each week such as ‘The book you like’ or ‘Recommending place travel after graduation’, and we encourage prospective employees to write their ideas and opinion freely on the board.

 

What we like the most is that now we have gained a place to communicate with the prospective employees since they are located nationwide. We also feel that prospective employees have reduced their feelings of worrisome before entering the company, as they can freely ask questions to the company. We believe that this will make a great contribution to the improvement of royalties from the prospective employees as well as prevention of the cancellation of their application.

What are the effects after the introduction of LINE WORKS?

Mr. Yamamoto :

Employees from administration department to part-time workers, we are able to communicate everyone working in the company without feeling difficulties to it. This definitely has broadened our communication. One of the great features of the LINE WORKS is that we can easily reach out to the people whom did not know their contact information. We are encouraging our employees to record their duties at the LINE WORKS profile. And when we have questions like ‘Who is in charge of this agenda?’, we can easily check the profiles of the employees and reach out the right person.

 

We can work time effectively as we reduced unnecessary time we spent in the past, such as waiting for omitted emails to be checked or waiting for a call to be connected. We believe that overtime working at night time will soon be eliminated. By sending photos about the question we want to ask, it is now possible to share thoughts and opinion in depth.

 

Mr. Oshio :

As one of the employees from Human Resource department, dramatic increase in survey response rate and active communication with prospective employees are the two key accomplishments. It is cost-effective to use LINE WORKS because we did not have make individual tool for each agenda. Also, we curtailed expenditures by changing the tool from the SNS tool that we previously used to LINE WORKS.

 

Mr. Ishizawa :

We would like to implement auto-answering chatting bot based on AI near in the future using LINE WORKS. We interviewed President Mr. Kojima, Ms. Susa, Mr. Kudo, and Mr. Horiuchi about how could they resolve the problems which they faced before the introduction with LINE WORKS.

Tell us about your company and individual roles

Mr. Kojima :

We are a consulting company based in UK. We are carrying out global and neutral consulting business focusing on architecture, office transfer, and IT. We are mainly responsible for infra systems and its related projects which are the base of the enterprise as well as strategy and project management, introduction and management for daily tasks. The scope of our work ranges from IT, and facilities to audio visuals.

 

Mr. Kudo :

One of our strengths is that we can suitably make response to the IT-related construction projects. When creating a data center or server room, we also provide consulting services on ordering or managing the budget for vendor companies.

What were the issues before the introduction of LINE WORKS?

Mr. Kojima :

Since 2/3 of our employees reside and work at client companies, communication with those employees were not fluently made than we expected. Also, because of those employees who are residing at the client companies use the email domain of the client, they had to login to our company account with other electronic device to check the internal emails. With the tendency of checking the business-related email first, instead of checking the internal email, the employees could not answer to internal emails promptly. It is true that we have global information portal sites, which are commonly used by our employees. However, since its major language was English, it was hard to use the tool in Japan.

 

We also used Skype or SMS for internal communication. However, because each employee uses all of the different means of communication, they had to call each other if they had to make urgent contacts.

What was the decisive reason that drove you to turn to LINE WORKS?

Mr. Kojima :

Until now, we have been renting out 2G phones to employees who reside outside the company. But, we changed the mobile device from 2G to iPhone recently. Based on its change, we came up with an idea that we should introduce a new tool to our company as well.

 

Mr. Kudo :

When using SNS which are commonly in use, we had to ask contact information to each employee. With LINE WORKS, however, we could find out the contact information of all the employees even without asking for them. It was appealing for us to be able to start with the least explanation on the first introduction of the LINE WORKS since it has same method of usage as the LINE, which is used by as many people as the infrastructure of society already. When introducing the tool, it was almost mandatory to make usage guide or manual of the newly introduced tool. However, there was no need for us to make documents on the tool when introducing LINE WORKS. We found shortening of such unnecessary work was great benefit of LINE WORKS.

 

Mr. Horiuchi :

We have went through several tools. But, we chose LINE WORKS because it is easily adopted, provides service with low cost, and employees were already used to its usage. In fact, no inquiry was received from the employees on the very first day of the introduction. We thought that employees were not using the tool well. We even worried and considered further about the utilization of the tool. Yet, we soon found out that all the employees were already got accustomed to the tool, and therefore, there was no question drawn from the users.

How does the internal communication at your company changed after the introduction of LINE WORKS?

Mr. Horiuchi :

It has become easier for us to communicate with the employees dispatched and working the client office. Until now, communication has been inconveniently held since the employees were using different communication tools. Specifically, we had the employees who mentioned that they ‘have not read the internal PTS emails’ or there were the employees who are reachable through Skype and vice versa. After the LINE WORKS introduction, it became clearer to find the right person to contact. Also, even though we do not receive the response in a prompt manner, we can assure that the message was read through ‘Read’ notification.

 

Being able to handle the problem immediately is another point which has improved. For example, there are at times when the employees dispatched to the client office. sometimes accept the offer which goes beyond its original scope of the work and as a result, it gets harder for field workers to handle the issue. Even in that case, we can quickly receive contacts regarding the issue and manage it. We did not even know that there was a problem in the past. So, we believe that there were a lot of cases when the employee handle the problem alone. As can communicate under the better circumstance, the volume of the communication has increased as well as clarity of the conversation has improved.

How does the internal communication at your company changed after the introduction of LINE WORKS?

Ms. Susa :

We often have communicate with the employees stationed at the client office using the group chatting room made by team basis. In some cases, one manager take on a number of projects and its members. By creating groups on a project basis, manager can both manage the project and share information much easier than before. Also, we are writing contents what is called ‘Monthly report’ on the board such as notice on the virus or company news using Home feature. On company news, we publish contents like internal office event or introduction of the hard working teams and so on. By frequently sharing such news, we are reinforcing the employees’ sense of belonging to our company, even though they are working outside the office.

 

Mr. Horiuchi :

We are frequently using the chatting room made by project basis. Because most of our work is with regards to office infrastructure, we are mostly using the chatting room when sharing photos taken at the field and ask our engineers for opinion. It is convenient since we can share the situation immediately. If we only communicate through texts, there is possibility of communicate partners feel offensive during the conversation. Using stickers, however, we can also express our feelings and emotions, which enabled us to share messages smoother than before. Of course, foreign employees have naturally been using the tool as well.

 

How do you want to utilize LINE WORKS in the future?

Ms. Susa :

Basically, it is the field with high mobility rate of the labor and most of the employees are dispatched to clients’ office, it is inevitable for them to have low sense of belonging to the company. We are hoping to increase the sense of unity for the entire company by actively carrying out company vitalization policies such as company news, events or even clubs with LINE WORKS. We would also like to use LINE WORKS for individual human resource supports.

 

Mr. Horiuchi :

We would like to introduce usability of LINE WORKS to as many employees as possible. We also want to develop a bot which handles company FAQ.

‘Nail & Eyelash Syisyu’, a beauty company located in Osaka, Kobe, Kyoto, and Hawaii, has a first-class nail artists and a trained eyelash therapists. We offer great technique and design at a reasonable price.

 

Many customers are re-visiting our shop because the price becomes cheaper with frequent visits to the store and post-completion beauty, which lasts for long. Recently, we also operating nail school as well as nail shops.

 

Ms. Ezaki:

I am a store manager of SyiSyu Umeda branch and in addition to greeting customers and nail procedures, I am responsible for overall store management like sales management, customer acquisition, and employee training.

What were the issues before the introduction of LINE WORKS?

Ms. Ito:

Before introducing LINE WORKS, the internal communication methods were mainly e-mail, telephone, and Fax placed on each store. Only limited staff members use their own LINE to communicate when there was an urgent communication needed.

 

We were unable to accept phone calls during working away from the office or greeting customers. If an employee continues to use the phone because of in-house contact, he or she may not be able to answer the customer’s reservation call.

 

So, we mainly contact via e-mail in order to avoid disruption of the sales. However, in the case of e-mail, the time for employees to check with their store’s public PC was limited. As a result, they would often receive a reply in three to four days. It was difficult to get urgent communication such as cautions when placing an order, defective products, and claim response, so the content that needs to be implemented the next day was not delivered properly. Moreover, We were also anxious about the fact that even though we emailed every detail, there were always some missing items founded in confirmation process.

Ms. Ezaki:

I was usually notified by the store’s email about staff members schedule management and new products. However, it was often not delivered properly because miscommunication happens or verbal mistakes occur during delivering messages. We have used FAX many times, but we need to copy what we received from FAX and deliver that message to every staff member or each employee takes a picture of it on their Smartphone and saves it again, which is a waste of both time and paper.

What was the decisive reason that drove you to turn to LINE WORKS?

Ms. Ito:

Our company listens to employees’ voices by having private meeting with them about difficulties during regular meetings with managers and employees. But in a survey, some employee claimed that contact has been made on off-day. In order to address that complaint, I felt that I should introduce information sharing-tool that is more convenient than personal SNS but still available to all employees. I consulted with a company that had a regular transaction and that company introduced LINE WORKS as a tool to ensure that all employees are informed.

 

Because this is a tool that is used by store staffs that are unfamiliar with IT, we decided that LINE WORKS, the enterprise version of LINE that everyone uses normally, would be easy to use. LINE WORKS has a similar interface to LINE. For this reason, I could decide to adopt LINE WORKS with confidence.

 

When LINE WORKS was introduced, every store staffs registered their accounts and within a week, all employees completed log-in. Started with using chat rooms between the store managers, we gradually began to use chat rooms by store or information transmission via using the Home function.

How exactly LINE WORKS is being used?

Ms. Ito:

Contacting from headquarters to stores, stores contacting each other, or inside the store etc all internal communication in our corporation is mostly done by using LINE WORKS.

 

Schedule sharing and managing

We check the employee’s desired schedule and upload the confirmed schedule chart to the Home to share. It is very convenient to check or make changes schedule at any time.

 

 

Nail design checking

Nails need to be replaced regularly, and trends change so that store staff makes a new commercial design every month. When technical manager sends a new nail design draft, you can check it on a chat room, and you can verify clearly because it is easy to attach photos to the LINE WORKS chatting room.

The new design, which is decided after the design check, is uploaded from the headquarters to the ‘Drive’ that has file storage feature and shared the link URL at Home. Until now, photos have been sent as zip files to each store via email, but there have been frequent problems such as zip files are not opened and people check only the text, not attachment. Drive is easy to share designs with the ability to view photos at once using Smartphone. I think it is very good to convert into your Smartphone size.

 

And when sharing on Home, we put a nail color number for that specific design in order to check right away when processing procedure.

What are the effects after the introduction of LINE WORKS?

Ms. Ezaki:

If you send a chat, you can tell who read it at a glance. So even if you don’t get a reply, you can assure that the message has been delivered. Information was sent to each employee’s smartphone in batches, which eliminates the need to operate copy machine or shredder; it saves not only FAX paper or trashes but also employee’s time burden. The schedule can be viewed on a smartphone, so you can check it right away even if you are not at the store. An employee just needs to check LINE WORKS, which is very convenient way.

 

Also until now, we did not contact with other store managers, but LINE WORKS’ ‘Store manager chat room’ enables to contact easily and we can share other stores’ information such as sales management and customer acquisition. For example, if weekend sales are not good enough, we listen and refer to how other store’s status or method of attracting customers.

Ms. Ito:

We think the biggest effect is that field staff can notice the contact from headquarters right away. So far, we have failed to check email or missed confirmation. However, now we can directly deliver a message to all of the employees without having middle steps like through a store manager or a mail. Especially, if we showed pictures of a nail in a meeting before, people only who was in a meeting could know it. However, now that we can send files directly, employees who aren’t in a meeting can also see that picture and I think that is the biggest advance.

 

We can reach each employee one by one, so every contact has been made and no one has been left out. Information that delivered only to the manager level has started to pass on to entry-level workers and this gradually increases employee’s responsibility. We think this is because workers keep in mind that ‘I am also a valuable employee’ and participate in work as a team. Because our industry is sensitive to trends, we think using the latest tools like LINE WORKS will also motivate our employees.

Tell us about your company and individual roles

Mr. Sato :

Our company mainly designs, manufactures. And sells nail guns and various types of equipment for manufacturing companies. For the nail guns, we are occupying more than 90% of overall domestic demand. With more than 40 years of experience, we have been supplying factory facilities for manufacturing companies.

 

Mr. Ebi :

I am in charge of planning and supporting sales activities of each department, and making promotion tools. Moreover, I am responsible for managing company infrastructure, website, as well as filming product videos.

Mr. Haneuda :

I am mainly in charge of designing, producing, and installing the factory facilities.

What was the decisive reason that drove you to turn to LINE WORKS?

Mr. Sato :

Even with trivial troubles and issues occurred at the site, it may be regarded as major and important for the company, and eventually become important ‘issue to be solved’. I think that the value of the company is determined by how quickly does the company identify the issue and cope with it accordingly. For this reason, we are countlessly encouraging the site staffs to ‘correct the issues as soon as possible’, and ‘those who are at the site should collect the issue and report to the office’.

 

In order to do so, we are providing cellphones to every employee. Also, we have been thinking that information sharing and collaboration tool as the most important factor for flawless and fast communication.

 

Before LINE WORKS integration, we used to have phone call, email, cell phone, and SMS as company communication tools. With the help of cell phones, it was easy and comfortable to report and contact the office. At the same time, however, the problem with the cell phone communication was that we sometimes forget the contents shared (if not written somewhere) or have to contact each individual. To solve this issue, we once established a rule to write email when submitting reports. As a side effect to this, there was ‘an era in which everyone extraordinarily use emails’. By encouraging the entire employees to submit their report by email, and seniors give instructions through emails, I even had an experience of receiving and replying more than 100 emails a day.

 

There was an incident in which an employee mistakenly sent an email to somebody outside the company. Because the content of the email itself was classified low in confidentiality, it did not lead to a big problem. But, this has become a turning point for us to reconsider about our way of collaboration. While searching on the internet, we accidentally encountered LINE WORKS and find it suitable for our use. We first introduced the tool to the five employees, representative from each department, as a trial.

 

Mr. Ebi :

I was the member who tried using LINE WORKS during trial period. After figuring out some of the features, we came up with the conclusion that LINE WORKS is the collaboration that we have been looking out for. And, we decided to adopt LINE WORKS to the entire company.

What were the issues before the introduction of LINE WORKS?

Mr. Ebi :

One of the obstacles for collaborative work was that we could not share information fluently under the environment in which computers cannot be used. For example, when employees are out for either long-term business trips or construction sites, we could not find out if the collaborators checked the email or the information in properly shared until receiving the response from them. For this reason, there were delays in response as well as a number of employees were involved to solve the issue. This was so inefficient in every aspect.

 

Mr. Haneuda :

Before LINE WORKS integration, we used to contact each other through phone calls or emails. Using email as a communication tool was burdening and ineffective since we could use it only after successfully setting the network. I think this was one of the reasons causing delays in the response.

Why did you choose LINE WORKS?

Mr. Sato :

LINE WORKS provides every feature that we need for the collaboration and nothing was unnecessary. Especially, in the perspective of manipulability, we found that the integration happens so instinctively since LINE WORKS operating method was twin to that of LINE. ‘Read’ notification was also the core reason for the LINE WORKS integration. We have also compared LINE WORKS with the other competitive tools in the past. However, we found more advantages on LINE WORKS by actually operating the tool, and our employees were favorable to LINE WORKS, even during their trial period.

 

It is true that there are many free chatting tools. For the free tools, however, we were feeling unsure about the services available for the users. For example, we were specifically unsure about whether we could get supports when the issues occur during operation or not. Also, we were not even sure when this service will be terminated. When compared with free chatting tools available, we could ensure about the customer services provided by LINE WORKS, since we pay reasonable price. Such secureness has led us to introduce LINE WORKS to our company.

How exactly LINE WORKS is being used?

Mr. Haneuda :

We have created the chat rooms for each construction plan or project, and encouraged the employees to both share information and report the issue there. We are mainly utilizing LINE WORKS when reporting the construction status while working outside the office, or consulting the troubles occurred.

 

We do collaboratively work with other franchisee offices located in Saitama, Nagoya, and Doyama. Even with the physical distance, LINE WORKS enables us to instantly share the current status of the situation by sending photos or videos on the chatting room. With LINE WORKS, we can also download the structural drawings and continue our work smoothly in real time. Unlike computer, using smartphone version of LINE WORKS allows us to check the message straightaway. Further, we can notify and share information with a number of employees at once just by sending messages on the group chatting room, and we found that pretty efficient.

 

Mr. Sato :

After LINE WORKS adoption, the approval process on various estimates has become overwhelmingly faster than before. Up until now, employees had to write initial estimate by hands, and attach the copy of the estimate to the email and send it to the people related in order to get approvals. Because the approval was made in order, it took times to get the final approval from the CEO. Also, if CEO is on a business trip, it was inevitable to have delays in receiving the approval, and sometimes, the delay was even last for about a week. After LINE WORKS adoption, we open up a chatting room based on the agenda, invite all the employees related, and upload the estimate file to get approvals. Those who have joined the chat room can sign an approval on the document regardless of the approval order. Once the staff from the General Affairs find the estimate has received the approvals from everybody in the chatting room, the staff send the estimate. Even without turning on the computer but just using LINE WORKS on the smartphone, it allows us to easily make approvals on the document received, and we can also make approvals while on the business trip. With this, the speed of the overall working process has improved. What used to took a few days to process has now only take about a few hours to complete.

What are the effects after the introduction of LINE WORKS?

Mr. Sato :

After discouraging email communication between employees, we established a complete digital communication ecosystem by integrating LINE WORKS. As a result, the emailing rate has decreased dramatically. Instead, we found out that the rate of the productive and useful communication has increased. With this, the overall mood of the office has changed positively and actively. For example, if one of our employees send message saying that the order was successfully made, the others in the chatting room congrats the person by sending the messages like ‘Congratulations!’. I feel the great joy when feeling that we are all collaborating and sharing feelings.

 

We have also created the chatting room for newly entered employees. New employees are now instructed to write and upload their training report on LINE WORKS messenger. This way, it becomes much easier for the new employees to submit their report, as well as receive as many comments as possible from their colleagues, including the boss, who joined the chatting room. Receiving comments from the seniors would definitely help new employees to develop their career even better.

 

Mr. Ebi :

As LINE WORKS is fully aware of enterprise level of security requirements, we feel secured from company assets and data leakage. In the perspective of workflow, we are truly thankful to LINE WORKS with the effects to eliminate reports and contacts missing, and even eliminate the unnecessary work repetitions. As a result of transforming the email communication into LINE WORKS, we now can continue our communication with the same feeling of having conversations with the collaborators. Along with such sense, we feel that the overall communication and collaboration speed has become faster. As it becomes easier for every employee to share the ideas, ask for consultations, and even report easily, we are sure about that there are more chances available to have communication with one another.

 

Another limitation for using email was that it only allows us to send files with the maximum size of 5MB. For this reason, we had to divide the file and send several times of emails in order to send file that the size bigger than 5MB. After LINE WORKS adoption, what becomes the most comfortable is that we do not have to worry about the file sizes as LINE WORKS covers the size up to 100MB. Workflow has now economically changed by directly sending big sized files like videos, construction maps, and even program data on the LINE WORKS messenger. Employees no longer worry about making mistakes like miss out reference or attachments when writing emails. And this definitely is another advantage we gained from using LINE WORKS messenger.

We listen further from Mr. Shimazaki and Mr. Onose about the LINE WORKS integration.

Impossible to figure out whether messages are properly delivered to each coordinator due to an absence of unified communication tool

WEST Co., Inc., well known for offering delicate care to AD employees, sales coordinators meet each AD employee at least once a month to ask for concerns they encountered while dispatched to the field. Since it is standard for AD employees to work at each broadcasting company, they normally did not have company-issued email account. For this reason, before enterprise communication tool was introduced to the company, either work rescheduling or communication have been made through email, SMS, and LINE. Each sales coordinator takes care of 30 AD employees. However, there was a problem that the contact method was all different for each AD, and the mail sent from the computer was often declined or not properly received by mobile phone. Also, sales coordinator could not figure out whether AD checked the email. This has caused the overall communication burdensome and definitely took a lot of time.

We first introduced other enterprise communication tool, but integration has failed

About a year ago, WEST Co., Inc. introduced enterprise-level communication tool, hoping to hold more efficient communication. It is true that the company achieved their goal in the perspective of making their communication more effective than before. However, the tool could not successfully be integrated into the company due to its difficult operation method. There were a lot of AD employees who failed to utilize the tool. The situation that not being able to check whether the employees read the message was not improved as they wished. For this reason, the company decided to introduce LINE WORKS, which has easy usage, interface, and ‘Read confirmation’ function like LINE. This was also believed to be the right choice for younger AD employees in since most of them are the active user of LINE.

After integration, we could immediately feel how comfortable LINE WORKS is

Just by transforming their communication tool into LINE WORKS, WEST Co., Inc. has been able to add employees to the company contacts as well as start group chatting much easier than before. Furthermore, the AD employees who had trouble using the messenger or those who only use LINE, could also easily been adapted to LINE WORKS with no extra training or education. Particularly, Mr. Shimazaki, a sales coordinator who had to contact many AD employees, is deeply feels the convenience of the ‘Read confirmation’ function. If the employee instantly checks the message he sends, he considers the moment as the right time to make a call. On the contrary, if the employee does not read the message for a long time, he considers the employee as busy and wait for a reply. Like this, communication has become possible to be made according to the situation of the other party. Because LINE WORKS provides ‘Read notification’ feature, its usability is going beyond that of LINE in terms of finding out who read the message or not.

We can concentrate more on work-related communication by distinguishing it from the other

For Mr. Onose, who works at the TV program production field, had to use various communication channels including LINE and smartphone email to communicate with employees or directors from different program production teams. After LINE WORKS integration, office communication has centralized into one collaboration app. It has caused him to be able to distinguish work-related communication from other personal ones. This has also caused him to hold active communication with the clear understanding of the purpose.

The introduction of LINE WORKS has reduced the sense of distance and we can still grasp the situation even if we cannot meet in person

In the field of broadcasting production, where the intensity of work is high, it is most important to quickly identify and improve the anxieties or the tangled relationship of AD employees. In WEST Co., Inc., the sales coordinator must meet with the AD employee once a month to hear their story. For example, the change of the assigned program or work shift schedule of the week may cause the employee problems related to human relationships. And, this may have never been heard unless meet them in person. Regarding this issue, Mr. Shimazaki, a sales coordinator, feels that LINE WORKS has close the distance between the AD employees, and made it easier to hear the relationships and troubles at work from the parties and the surrounding friends of AD employee. As an AD employee, Mr. Onose feels that it has become comfortable holding casual conversation with LINE stickers. Also, he believes that it enables communication with the sales coordinator to be made easier, even when there is no scheduled meeting. LINE WORKS is being used not only for business contacts, but also utilized as an ideal communication tool that helps communicate emotions among the employees. With all this, more delicate care is possible.
